Why is the DNA sometimes tightly coiled and sometimes loosely coiled?

-loosely coiled DNA wrapped around histone protein so easily organized within nucleus. It’s easier to “read” in this form
Chromosome
-tightly coiled DNA-chromatin coiled even more tightly, only found prior to cell division and it makes it easier to move into the new cell
