No, he is not right.

Integer is a number that can be written without a fractional component, and 1 3/4 doesn't.

No, he is not correct. That is because, an integer is a positive, or negative whole number. 1 3/4 is not a whole number. It is a fraction. So, not all of the numbers he listed are integers.
