What factors may influence a business's decision to enter foreign markets by extending licenses or franchises to local businesses to produce its goods?

I would say that some of the factors supporting issuing licences or franchises in a foreign country could be cheaper labour, and a growing economy in that country so that sales could be much better than in the parent country so the profits should be higher.
