the voting is changed to every person, not by every estate. The 3rd estate makes up 97% of the population in France while the 2nd and the 1st Estates together make up only 3%. Any ways, the 1st and the 2nd Estate do not want to lose their special rights that they have compared to the 3rd Estates. Before it was one vote per Estate, so the 1st and the 2nd Estate would team up on the 3rd Estate.
