The Panhandle region of Alaska was not affected by the "Land Freeze". The reason is that it had already been settled by non-Native residents prior to the enactment of the Alaska Native Land Claims Settlement Act (ANCSA). As a result, the land ownership and use in the Panhandle had already been established, and it was not subject to the land settlements and allocations that occurred under ANCSA.
