Congress didn't have the power to improve the economy because the Articles of Confederation only provided a weak government.

Congress could not improve the economy under the Articles of Confederation because it lacked the ability to levy any taxes and could not regulate interstate or foreign commerce meaning each individual state set up their own economic policy.
