This is because the auxiliary être is only used when the subject is also the direct object. In other words, the subject is doing the action to itself or the verb describes a state of being. For example, Joe est monté. This is because Joe is the one who ascended. In the sentence above, les valises acts as the direct object, so one uses the regular avoir auxiliary.
