A line passing through 0,4 does have the same slope Because they are both parallel. Which is from a slope-intercept form. This is needed in an equation of a line.  

Y-y1 =m(x-1)   Y-4= -2/3(x-0)     3Y-12 = -2x    3Y+2x = 12
