let h=-12, k=-11 then

(x-h)^2 + (y-k)^2= r^2

(x+12)^2 + (y+11)^2 = 7^2

x^2 + 24x + 144 + y^2 + 22y + 121 = 49

x^2 + y^2 + 24x + 22y + 144+121-49= 0

x^2 + y^2 + 24x + 22y + 216 = 0 is the required eq
