Why might a socialist society have a less rigid command economy than a communist society?

A socialist society often has a less rigid command economy than a communist society because in a socialist country there are various political systems that may be combined with the public control of the economy. On the other hand, communist societies have no private property; therefore, the government makes all decisions involving the economy.
